This is a nice idea. an American company Trexa announced a electric  car platform which powered by lithium batteries. it's just the platform and you can built your own car on it. the standard Trexa platform will feature an aluminum, carbon steel tubing and thermoplastic shell containing open source and user programmable electronics and advanced battery technology. it's a all wheel powered vehicle. also nowadays major car companies developing this kind of platforms and custom cars.
